The Airport security is based on the Biratnagar Airport Security Program. The Security plan is launched with prior coordination with competent authorities of aviation securities and other authorities. It will be subject to amendment from time to time depending on the evolution of the threat and relevant counter measures. It seeks to clarify and detail all measures that are required to be implemented at the airport to meet the requirements of the National Civil Aviation Security Programme of Nepal.
The existing Security Program is approved by the Director General of Civil Aviation Authority of Nepal (DG CAAN), endorsed by National Civil Aviation Security Committee (NSASC).
The Security Program is based on
a. Amendment of ICAO Annex -17
b. Aviation Security Audit recommendations
c. Suggestions received from civil aviation stake holders
d. Instruction issued by Government of Nepal
e. Instruction issued by CAAN.
Following areas of Biratnagar Airport have been identified and assessed as priority risk areas where, in addition to access control, other security controls are applied. Those areas are
And area identified as restricted area by Biratnagar Airport Civil Aviation Office by displaying signage and indicating access to authorised persons only.
Biratnagar Airport Civil Aviation Office shall ensure that access into the airport complex (i.e. through the outer perimeter) and to all security restricted areas shall be limited to:
(a) Bonafide passengers in possession of legitimate travel and flight documents that have been accepted for travel on an aircraft; or
(b) Staff in possession of a valid security restricted area pass.
Any person who enters a security restricted area other than as detailed in sub-paragraphs (a) and (b) above may be liable to fine not exceeding two hundred rupees by order of the Director, Biratnagar Airport Civil Aviation Office.
Biratnagar Airport Civil Aviation Office shall ensure that access into controlled areas is limited to:
(a) Staff in possession of an airport security pass valid for the area for which access is sought; or
(b) Visitors in possession of a temporary airport security pass and escorted by a member of staff in possession of an airport security pass valid for the area for which access is sought.
Passengers
Passengers shall be allowed access into the sterile area of a security restricted area, or any other airside area used for the embarkation / disembarkation of passengers and the loading / unloading of baggage, providing they are in possession of and produce for inspection:
(a) Authentic and valid flight documents together with any necessary identity documents issued by the State of citizenship.
(b) An authentic boarding card issued by an aircraft operator. Ideally such boarding cards should bear the name of the registered passenger where applicable.
Staff
Staff shall be allowed access into a security restricted area or a controlled area providing they are in possession of either a security restricted area pass valid for access into a designated security restricted area or an airport security pass valid for the controlled area for which access is required.
Vehicles
Vehicles shall be allowed access into a security restricted area or a controlled area providing it displays either a security restricted area pass valid for access into a designated security restricted area or an airport security pass valid for the controlled area for which access is required. All the occupants inside the vehicle must possess and display the restricted area pass valid to the area of intended access
The number of vehicles allowed access to security restricted areas and controlled areas shall be kept to a minimum commensurate with effective civil aviation operations. Normally, only the following categories of vehicles shall be allowed into security restricted areas:
(a) Cargo vehicles;
(b) Security vehicles;
(c) Catering vehicles;
(f) Other vehicles authorised by the Director, Biratnagar Airport Civil Aviation Office.
Following areas have been declared as restricted area;
PROHIBITED ITEMS
1. Firearms – any weapon from which a shot may be fired by the force of an explosion or compressed air or gas, including starter and flare pistols.
2. Knives and Cutting Tools – including sabres, swords, cardboard cutters, hunting knives, souvenir knives, martial arts devices, professional tools and such other knives with blades of 6cms long or longer and / or knives considered illegal by local law.
3. Bludgeons – blackjacks, Billy clubs, baseball bats or similar instruments.
4. Explosives/Ammunition/Flammable Liquids / Corrosives – any explosive or incendiary components, which by themselves or in conjunction with other items can result in an explosion or fire. These include explosive materials, blasting caps, fireworks, gasoline, other flammable liquids, ammunition etc, or any combination of these items. Any corrosive or toxic substances, including gases, whether or not under pressure.
5. Disabling or Incapacitating Items – all tear gas, mace and similar chemicals and gases, whether in pistol, canister or other container, and other disabling devices such as electronic stunning / shocking devices.
6. Other Articles – such items as ice picks, alpenstocks, straight razors and elongated scissors which, even though not commonly thought of as a deadly or dangerous weapon, could be used as a weapon, including toy or “dummy” weapons or grenades.
7. Articles – of any kind giving rise to reasonable suspicion that an item may be used to simulate a deadly weapon; such articles shall include but not be limited to: objects resembling explosive devices or other items that may give the appearance of a weapon or dangerous item.
8. Chemical / Biological Attack Items and Substances – the possibilities for chemical / biological attacks include the use of chemical or biological agents to commit unlawful acts. Such restricted chemical / biological substances shall include but not be limited to the following: sulphur mustard, vex, chlorine, sarin, hydrogen cyanide, anthrax, botulism, smallpox, tularemia and viral hemorrhagic fever (v.h.f).
CATEGORIES OF PERSONS EXEMPT FROM SCREENING
30th Meeting held on 2068/04/24 B.S (2011/08/09 A.D) of National Civil Aviation Security Committee has decided to provide screening exemption to the following categories of VIP Passengers: along with their accompanying spouse:-
